I've never seen her in anything else, but Kristen Stewart was mortifyingly awful in the Twilight movies. I know the character she played was an understated type, but with Stewart playing her, she was practically comatose.
As long as I'm ragging on Twilight, Robert Pattinson is pretty bad. His American accent isn't terrible but he periodically makes this facial expression, apropo of nothing, that makes him look like he's trying to squeeze out a poo.

Stephen Baldwin by a country-mile.
Have any of you a desire to torture yourself? Just view him and the very dreadful Shark in Venice. You won't be disappointed....
I'm surprised no one has added David Caruso to the list.
That thing from House, Cameron. Can't think of who played her and too lazy to google. She was like one of those bad dolls with a jaw on hinges and a tear painted in the corner of her eye. She wasn't any better on HIMYM either.
Ashton Kutcher. He constantly looks as though he's in grade nine drama class and following an off camera instruction literally. "Look sad" "Smile" "pretend your puppy just died".
"Who looks at a screwdriver and says 'This needs more sonic'?"
Kristen Stewart hands up. Worst actress by a mile!
Hilary Duff
Keanu Reeves
Eddie Murphy
Lindsay Lohan
Gary Busey
Owen Wilson
Julia Roberts
Burt Reynolds
Sylvester Stallone
David Caruso
Christina Ricci
"Why don't they make the whole plane out of that black box stuff"
I think I'll take a strange shot at this and not say who I think can't act but mention those I suspect where not acting, but were just being themselves, and I loved them for it. Steve McQueen and Charles Bronson. Charles Bronson was a man of few words on and off the screen. He admitted this and didn't care what anyone thought. Steve McQueen, for me anyway, didn't have to do anything...just show up. Miss them both.
Ugh, I can't believe I forgot Julia Roberts. I despise that horse mouthed bitch.

Yes. John Wayne never played anyone but John Wayne. Same with a lot of actors of that era. They were the same dude in a different suit for most of their pics.

Ryan Gosling (watch Drive)
Tom Cruise
Ashton Kutcher
Vin Diesel
Dwayne "The Rock" Johnson
Martin Lawrence
Kevin Costner
Robin Williams
Shaq
Russell Brand
ETA: Christian Slater
ETA: Will Ferrell

Sean Connery now there is an interesting person. With all his fame and glory could one not wonder how and why he chose to be King Richard in "Robin Hood, King of Thieves". What a delight it was to see him, unknown and unmentioned in the credits. The power behind his arrival in that film was astounding, shocking and right. Made perfect sense to me. No one could do it better. And I might add be for gracious. It was a perfect moment.

Ah I've gotta put in a few good words for some of my favorites:
Sylvester Stallone
Ok he was awful in FIST and some other non-Rocky, action flicks. But he has tremendous comedic timing. The same goes for Schwarzenegger as well.
Robin Williams
Seriously? What is he even doing on this list? The man is brillant, especially in serious roles, studied acting at the Julliard School. He's had a couple of films that weren't so great, but still, he's a national treasure.
Ben Affleck (let's lump Matt Damon in there, too)
Suffers from young, hunky, rich and successful syndrome. He can't possibly also be clever and good at what he does. I'm jealous too.
Nicholas Cage
Needs to spend half as much money and make about half as many movies as he does. I loved him opposite the godess descended to earth that is Patricia Arquette in "Bringing Out the Dead" - a must see for any death hag.
Will Smith
Great comedic timing. Loved him in the Men in Black movies and in the Ali biopic, otherwise - not so much.
You be careful out among them English.
Happiness is a warm gun mama (bang bang, shoot shoot) - The Beatles
If you can't do it lying down, it's not worth doing and wasn't that important anyway!
The best advice I ever received in divinity school - use white wine for communion, it doesn't stain the linens as much.
Robin Williams should never have been allowed outside the Mork and Mindy studio. If his name was pencilled in the list and then erased by 666 I will now put it back on - in pen. USA must have others who can claim to be its 'national treasures' before him?
